Who We Are
Westside Health Authority (WHA)
- Program administrator
- Manages intake, contractor oversight, and payments
- Oversees daily operations and quality control


Westside Long-Term Recovery Group (WLTRG) + Community Partners
- Conduct outreach and support intake
- Host monthly community forums
- Offer wraparound services like housing counseling and benefits access
Eligibility Requirements

Occupied home in Chicago

Located in an area impacted by the 2023 or 2024 flood events

Income at or below 100% AMI (HUD 24 CFR §5)

Proof of ownership (deed, mortgage, or property tax bill)

Property must not be in foreclosure or condemned

What We Do
Contractor Work Steps

Muck-Out
- Removal of sewage, debris, damaged carpet, drywall, etc.
- Ensures the home is clean and dry before next steps.

Mold Remediation
- Treatment of mold, moisture sources, and contaminated materials.
- Follows safety protocols and includes air quality checks.

Build-Back
- Restoration: drywall, insulation, electrical, sump pumps, etc.
- Brings the home to a safe and habitable condition.

The Flood Assistance Repair Program (FARP) is seeking licensed general contractors and subcontractors to provide essential services to flood-affected homeowners across Chicago’s West Side. We are especially committed to working with MBE (Minority Business Enterprise) and WBE (Women Business Enterprise) certified firms.
What We’re Looking For :
- Licensed general contractors (City of Chicago or Cook County)
- MBE/WBE certified contractors
- Teams with experience in: muck-out, mold remediation, basement build-back
- Chicago-based crews (50% local labor goal)
Requirements :
- Proof of general contractor license
- General liability and workers’ compensation insurance
- MBE/WBE certifications (if applicable)
- Compliance with prevailing wage and safety standards
- Ability to submit documentation via our ECM system
